Lawrence panel tables first economic master plan
Lawrence Economic Development Committee tables city's first-ever economic master plan.
Other Committee · Meeting of September 23, 2026
Lawrence Economic Development Committee tables city's first-ever economic master plan. Councilor LaPlante pressed consultants from the Merrimack Valley Planning Commission on how any plan could outlast the city's strong-mayor turnover, asking "what is going to be the end product" and citing finished master plans in Lowell and Haverhill as precedent. Councilor Rodriguez pushed for measurable "micro goals," pointing to parking and support for small businesses in their first two to three years.
Focus groups of eight to ten workforce nonprofits flagged English-language training as one of the biggest barriers to employment. A full draft is expected around February. The committee then cleared its docket, voting unanimously to withdraw roughly a dozen long-tabled items, including eight Lawrence Redevelopment Authority parcel-transfer proposals and a litigation-status update, sending each to the full council for withdrawal.
